MEETING IN CACAK ABOUT IDP:s
November 24, 2006
The representatives of the Red Cross of Cacak, the "Horizons" NGO and the Swedish Committee for Refugees from former Yugoslavia attended the meeting of the organizations dealing with refugees and IDPs. The representatives of the local Social Work Center and the commission for refugees were also invited but they didn't attend.
The Red Cross:
- the project in which the Committee acted as a partner - the vaccination of the Roma children in the settlement of Sajmiste, graveling the settlement and purchase of two garbage containers - was rejected by the municipal authorities. However, they accepted the "Horizons" project of workshops for underage delinquents, which has caused a huge debate because the project coordinator's father is on the municipal Executive Board and his wife also has a project whose partner is the local Social Work Center.
The Red Cross has closed down the soup-kitchen in Gornji Milanovac due to the lack of funds and the soup-kitchen in Cacak still prepares 613 daily meals at 30 dinars per meal. The menu mostly consists of potatoes, macaroni, green peas and 300 grams of bread.
The construction of apartments for socially vulnerable persons hasn't started yet. But one of the conditions for getting an apartment is that an applicant can't be over 60 years of age.
All the collective centers on the territory of Cacak Municipality are closed. The former tenants of the collective center in Mrcajevci have moved to private accommodation, mostly renting small dilapidated houses in the village.
The UNHCR has no available grants at the moment because it is the end of the year.
They expect to continue the project of free medicines for the most vulnerable persons next year, which people can get for free if they submit a copy of their refugee or IDP card and a doctor's prescription.
One-time cash aid of 3.000 dinars is still paid to the most vulnerable families in case of illness or death.
In the course of last year on the territory of Cacak Municipality, 30-40 packages were distributed with sponges for sleeping, blankets, dishes, etc.
We also spoke about the children who come to the club and whose situation is monitored by the Red Cross and the "Horizons".
- the case of Aleksandra and Jasna, two sisters who lived in the collective center in the mountain of Zdravljak - the younger girl abandoned school when she was in 1st grade of secondary school; their mother works in a slaughter house from 6 am. to 6 pm., unregistered, for the minimum wage. The girls are alone all day, with no adults to look after them.
Jelena, the girl who also lived in the collective center in the mountain of Zdravljak with her mother and grandmother, was supposed to go to Greece this summer through the Red Cross, but her father, who doesn't live with her and her mother, refused to sign the parental consent form.
